More and more countries are making demands on wooden pallets, stowage and packaging materials that enter their country. The new world standard Phytosanitary Measures Wood Packaging (FAO ISPM no. 15) was introduced in March 2002 (with an adjustment in 2006) to put an end to global trade barriers, due to the tangle of import restrictions for wood packaging.
In ISPM No. 15 (International Standards for Phytosanitary Measures), it has been described, among other things, that wooden packaging must have been treated to prevent the spread of pests (such as, for example, the pine-nematode and syrex wasp).
IMNEX offers a wide range of ISPM-15 export proof pallets. All our new pallets are produced according to ISPM-15 standard and undergo mandatory heat treatment (HT – Heat Treated) and are therefore suitable for export to countries outside the EU.
We also sell used pallets that have been HT treated and can be used for your export shipments.
In addition to pallets with standard dimensions, IMNEX also supplies custom made pallets that are suitable for export.


ISPM 15 (International Phytosanitary Measure 15) is a phytosanitary regulation drafted by the International Plant Protection Convention in March 2002 with an amendment in 2006. The regulation describes the treatment of wood used in the international movement of goods with the aim of killing organisms as parasites in the wood.
The ISPM 15 describes the treatment methods with which the wood must be treated in order to ensure that no more harmful organisms are present in the wood. The wood is certified with the ISPM 15 logo as well as the country of origin. Certified wood that is reused or after repair must be recertified again.
For wooden pallets, the ISPM15 requirement means that every pallet that is exported or imported outside the European Union must undergo a Heat Treatment (HT) or Dielectric Heating (DH) treatment.
HT stands for heat treatment. The pallets are heated until a core temperature of 56ᵒC or higher has been reached for a period of at least 30 minutes.

After the treatment, the pallet receives the IPPC mark.

The IPPC Guideline or Directive 1996/61 / EC stands for Integrated Pollution Prevention and Control, integrated prevention and control of pollution. Shipments with packaging wood that has been treated in accordance with ISPM 15 do not require a (phytosanitary) certificate or plant passport. Wooden packaging bearing the IPPC mark guarantees that they comply with the requirements in accordance with ISPM 15. A separate treatment or other certificate doesn’t need to be provided.

The IPPC mark has the following characteristics:

  • NL ISO country code (NL)
  • 000 3-digit registration number of producer / treating company
  • HT / DH Method of treatment: Heat Treatment (HT), Dielectric Heating (DH)

The food, pharmaceutical, paper industry and many other industries use dried pallets to prevent moisture from being transferred from the wood to the product, but also to prevent mold and rot and to preserve the quality of the product during transport. At the customer’s request, IMNEX can deliver pallets that have been dried up to W = 18%.

EPAL is a non-profit organization with the aim to create a pool system (European Pallet Pool) with the least possible resources within Europe, to keep the quality and characteristics of the exchange pallets constantly, and these euro pallets are recognizable by means of the mark EPAL. EPAL also focuses on preventing counterfeiting of these euro pallets.
To ensure that the revolving euro pallets are of high quality, the EPAL mark should not simply be applied to a EURO pallet. A manufacturer or repairer may only apply these protected marks, and thus produce or repair an EPAL pallet, if a license has been granted by EPAL.
The Euro pallets are produced according to the UIC 435-2 standard and repaired according to the UIC 435-4 standard.


EUR pallets must bear the following symbols on the runner boards on both long sides:

  • On the right runner board – the EUR registered trademark
  • On the center runner board – the IPPC compliant ISPM 15designation and the label of the authorizing railway company, and the manufacturing code
  • On the left runner board – the registered trademark of the European Pallet Association EPAL

The manufacturing code 000-0-00 indicates the approved manufacturer in the first group (digits/letters), and the last digit of the year of manufacture and the month of manufacture in the second group.
All EPAL approved EUR pallets bear a graded inspection seal with the EPAL quality symbol .

After successful repair, the EPAL approved EUR pallets are fitted with the special EPAL repair nail symbol.

The symbols must be completely burned into the wood.
