Mandatory documents for all shipments to Russia

Shipments destined for Russia must bear the following documents (in English or Russian languages):

Trade Invoice

A trade invoice (in five-fold) with the following details:

  • name and address of the importer and exporter
  • date and place of dispatch and destination
  • marks, numbers, number and type of individual pieces
  • goods description (including commodity or HS code), gross and net weight
  • freight costs
  • code of the currency in which the invoice is drawn up
  • country of origin and producer name
  • price per unit and total price
  • payment and delivery terms and any credit restrictions and discounts

 

The invoice is signed and stamped. Legalization not necessary. In goods that have no commercial value, the pro-forma invoice must contain the following text: ‘For customs clearance only’. In addition, the pro forma invoice must contain the goods code and the customs value.

Packing List

All shipments must be accompanied by a packing list (in five-fold), containing specification of all goods.

Details on the packing list must match the details on the trade invoice.

CMR / Consignment note

CMR must contain almost the same information as the invoice and packing list.

Export document

When you exporting goods to Russia, an Export document must be prepared. With this document you show that the goods have left the European Union. The document is also important for your VAT (sales tax 0%) administration.

Special requirements Russia

A specific provisions exist in Russia for the transport of certain groups of goods. That is why it is always advisable to consult the importer about the applicable regulations. You will also find a lot of information on the websites of your Chamber of Commerce (www.kvk.nl ) or the State Agency for enterprising Netherlands (www.rvo.nl).

For example, food and industrial goods may only be imported if they are provided with user information (in Russian), such as product description, country of origin, producer / company name, quantity, nutritional value, composition, shelf life and scope.

Supplementary documents

In addition, one or more of the following documents are required for the transport of certain goods to Russia:

  • A Certificate of Origin if the origin of the goods does not appear clearly in the other import documents or is not clearly marked on the goods. Sometimes the Russian importer requires such a certificate. A Certificate of Origin is mandatory if preferential import tariffs are claimed.
  • A conformity declaration (GOST-R_ in the import of products that must meet certain standards (a large number of consumer and capital goods, foods) and / or a so-called hygienic conclusion.
  • A health certificate in the import of plants, plant components, animals and animal products.
  • An import license is required for a limited number of goods (such as weapons, gemstones etc).

Contracts / trade agreements

Make arrangements with your Russian business partner preferably in writing. Have it assessed by a lawyer with knowledge of Russian law. The Netherlands has no execution agreement with Russia. This means that a judgment of a Dutch judge does not need to be enforced (executed) in Russia. Solving disputes through arbitration is therefore an alternative. Instead of a judge, an arbitration court makes a decision, such as the Court of Arbitration of the International Chamber of Commerce. Russia and the Netherlands are both members of the New York Convention. As a result, they recognize each other’s arbitral decisions and implementations.

Sanctions

For Russia, sanctions have applied since the summer of 2014.

These sanctions were imposed by the European Union (EU) following the conflict in eastern Ukraine. This means, among other things, a prohibition on the export of goods and services that are or may be intended for military use. Sanctions are also applicable to the oil industry, to supplies to certain Russian persons and companies and financial sanctions.
There is also a ban on the export of certain goods and services to Crimea and Sevastopol. These areas have been annexed by Russia, but for the EU they still belong to Ukraine.

Russia in turn boycotts European agricultural, horticultural and fishery products. Take these sanctions into account in advance. Maximum Gross loading weight: 21 tonnes, including packaging and pallet / load carrier

IMNEX offers weekly departures from Western Europe, departure via Rotterdam or Antwerp, to the Port St. Petersburg or Ust Luga in Russia.

Transit time:

  • FCL (Full Container Load) 4-5 days, departure 2 x per week
  • LCL (Groupage – Less Container Load) only possible with DDP or Trading House shipments (in consultation).

In addition to road and sea transport, IMNEX also offers multimodal container transport to and from Russia. From the ports of Antwerp, Rotterdam or Lubeck, depart Groupage (LCL) and FCL containers, via our partners in Finland or Baltic states, to their final destinations in Russia.
